I think a better title would be an e-business architect. Many only have training in graphic design, HTML and CSS and they can possibly create a great looking site but don't count on it being effective for your business. Most of the clients I work with have taken that route one or more times and ended up with a nice looking site (or maybe not so nice) but it never became a true part of their business process. You get what you pay for and you need to invest in someone who can give you more than just a pretty web site.
